    "content": "This Constitution provided for the Independent Police Oversight Authority (IPOA). However, we have continued to deny that oversight institution the budget to execute their work and the goodwill and support that we can give them as both Houses of Parliament to ensure that they keep these rogue officers in check and ensure that they are brought to book each and every time they violate the rights of not only leaders but even ordinary Kenyans. That is not the kind of police force that we envisioned when we passed the 2010 Constitution."
