    "content": "It gives interpretation of a Money Bill as provided for in Article 114(1) read with Article 114(3) of the Constitution. As such, a Bill shall be a Money Bill within the definition of Article 114 of the Constitution if the primary object of the Bill is to provide for the matters listed in Clause 10 (1) (a) to (e). Therefore, it should not be referred to as a Money Bill just because, in the opinion of the Budget and Appropriations Committee of the National Assembly, it is a Money Bill. That is not how it should be done."
