    "content": "Thank you, Mr. Deputy Speaker, Sir, for the opportunity. I rise to move the Bill. This is confusing although we are doing it for the second time with Sen. Sakaja. I entirely agree with what he said. However, people like you and I who are legal scholars must sometimes feel very challenged when we say the law is clear. Over the weekend, one of my friends wore a T-shirt that was written: ―The law is clear.‖ We say these words so many times. Somebody goes on television and says: ―The law is clear on this position and x.‖ Sen. Sakaja says that the Constitution is clear. You wonder what the difficulty is.
