This Bill would have saved us a headache, as articulated by the Movers of this Bill; Sen. Sakaja and Sen. Mutula Kilonzo Jnr. Mr. Deputy Speaker, Sir, when I was a Member of the Senate Business Committee during the 11th Parliament, I used to wonder what the problem was. I did not know if the problem was administrative, such that the two Speakers could not sit together.
