    "content": "Clause 7(1) provides that the Joint Committee shall, within seven days of its constitution, consider the Bill and submit a report to each of the Speakers with its recommendations. This gives assurance that no time will be wasted. I suggested that the Sponsor of the Bill in question should be a member of the Joint Committee. However, even if he or she is not a member, they will know that the Bill will be determined."
