    "content": "―Within five days of receipt of a report of the Joint Committee under section 7(1), the Speakers of the respective Houses shall each signify on a certificate of joint concurrence in the form set out under the Schedule on whether they concur with the recommendations contained in the report of the Joint Committee on the nature of the Bill.‖ As I said earlier, this is also important. It is important for each Speaker to signify on a certificate of concurrence because we know that anything can happen in the world of politics, and people can change their positions on some things. Therefore, by signing on the certificate of concurrence, we will be sure that they will walk together as a team."
