    "content": "First, I would like to appreciate the object of this Bill; that it will give us a framework for determining the nature of a Bill. That will guide MPs on what to bring to the House, depending on their own interests. Secondly, I like the third object of this Bill, which seeks to resolve a dispute as to whether a Bill concerns counties or not. Anything where dispute resolution is considered is a beautiful thing, because it guides and reduces the time and the hustle whereby two parties, be it the Speakers or the Houses, may not agree over the nature of a Bill."
