    "content": "Mr. Speaker, Sir, as I have stated, these refunds are an obligation from the Government in line with financing agreements with the World Bank and other bilateral donors. The consequences of not refunding this money are very grave for this country because what it means is that if the Government committed itself to refund any money which has been audited and found to have been either misused or fraudulently acquired is that they stop all ongoing projects funded by them. This is very grave for the country. Therefore, we have to deal with people who have stolen but we cannot default in making these payments. The emergency payments are normally paid through reallocation because we are not using any money over and above what Parliament had approved. What we are doing is just reallocation of money from the same Ministries. As I have said---"
