    "content": "This is a timely Bill that will allow us to sort out many differences that we have been having between the National Assembly and the Senate because the National Assembly has become a death bed of Bills that originate from the Senate. The intention of the Senate has always been to ensure we generate and process the Bills that will assist in oiling or spurring devolution in this country. We agreed that devolution should grow and there could be some legislation and policy proposals that we need to put in place to ensure that we allow devolution to grow and bloom in the country."
