    "content": "Madam Temporary Speaker, in the first term of devolution, I am one of the few people who went to court to seek interpretation on how county governments should borrow. They have developed a mechanism that they should be guaranteed by the national Government. Although we would not want to micromanage the county governments, it is also important that when we have the guarantee of the national Government, we do not have borrowing. This is so, because county governments were borrowing in a gluttonous way. They could not explain their expenditure."
