    "content": "Mr. Deputy Speaker, Sir, as much as the Assistant Minister may want to take care of the communities living near the pipeline, we have seen before that the minute you tamper with the intended purpose of the project and start diverting water to cater for other people, the project fails. A good case is the Kilimanjaro Water Project which was meant to provide water to Machakos Town. Why can the Government not consider a separate programme for those areas in Ukambani and leave that specific project to take water directly to Coast Province? The Government should come up with an entirely different project to serve the areas in Ukambani as opposed to tampering with that line."
