    "content": "Mr. Deputy Speaker, Sir, I am quite in order. I am the one who raised this issue. At the end of the day, we have done our work, prepared the tender documents and done evaluation. That is our work. Our work is not to look at whether a contractor is qualified or not. That is not our work. The only way we can deny him an opportunity to construct that pipeline is by blacklisting him. The contractor has not been blacklisted and, therefore, he qualifies to tender for any job that is being offered by the Government of Kenya. If we deny him an opportunity, we shall be accused by this House of flouting the laws. I raised an issue of concern and the House must rise to the occasion and do its work. Do not expect the Minister to do something that will conflict with the existing laws."
