    "content": "Mr. Speaker, Sir, in the old days we had a law called the Money Lenders Act. It was repealed and its contents consolidated in the Central Bank of Kenya Act. The point raised by the distinguished Sen. (Dr.) Milgo is so important and I enjoin colleagues who have spoken to it. In this country today, almost every household owes money to somebody in formal lending, online lending, shylocks and all manner of people who are practicing unlawful acts of lending money to others."
