    "content": "Therefore, Mr. Deputy Speaker, Sir, this Bill introduces the selection panel which will be guided by the procedure set out in the First Schedule. Once the names are approved by Parliament, the Bill requires that the President appoints the chairperson and members within seven days by notice in the gazette. Mr. Deputy Speaker, Sir, we have also come up with a new term of office after consultation with the stakeholders in this matter. The chairperson shall serve for a term of six years which is non-renewable and the members shall serve for a term of five years non-renewable. This is departing from the initial provision in the parent Act that we seek to repeal. Mr. Deputy Speaker, Sir, we have also reduced the numbers of the commissioners and it is accordingly provided for. It is meant to make it more effective and also cost effective in terms of the high wage bill that we keep referring to.
