    "content": "that the rights of an individual suffering from any mental illness, disorder or condition are protected and mental health hospitals with sufficient capacity are established at national and county levels. Mr. Deputy Speaker, Sir, before I go into the breadth and depth of the Bill, I take this opportunity to acknowledge this journey. This for me has been the highlight of my being in the Senate.
