    "content": "The new Section 9D seeks to ensure that mental health facilities submit monthly reports to the Board and the County Executive Member of the respective county to enable both the national Government and county governments to plan more effectively, since they have the data that is necessary. So, we are calling for data collection and this report that comes back to the national Government will help to enhance and produce better policies over a period of time."
