    "content": "In Part XII, Clause 31(2) of the Bill also seeks to ensure that- ‗Any property of a person who is mentally ill which is lost due to maladministration of the person‘s estate shall be a civil debt recoverable summarily from the manager‘s estate.‘ That Clause tightens these issues. Clause 49 seeks to amend Section 53 of the Act on the general penalty by increasing the fines, for we have to make this serious. To ensure that the interest of the counties are protected, Clause 50 of the Bill seeks to ensure that the Cabinet Secretary consults the county governments when developing regulations under the Act, for such regulations are likely to affect the functions and powers of the county governments.
