    "content": "The Amendments are to ensure that under Article 43 of the Constitution, we have mental health facilities. Why does every county not have a mental health facility? I am not sure whether Sen. Kasanga has researched on this, but I am sure that I have not seen a mental hospital in Machakos, Kitui or Makueni Counties. Likewise, I have not heard of one in Taita-Taveta County."
