    "content": "Clause 5 deals with the county attorney who shall be appointed by the governor with the approval of the county assembly. The governors appoint people without the approval of the county assembly. If this Bill becomes law, the county attorney will be approved by the county assembly. For a person to qualify for an appointment as a county attorney, he or she should have the following qualifications:"
