    "content": "This is a fairly small Bill from the Senate. The Senate has been complaining that we do not deal with their Bills. We have heard the Senate say that they are going to challenge some of the Bills we have passed in court. The Constitution is very clear that the only persons who make a determination whether a Bill has to go to the Senate or not are the two Speakers. It is not the role of the Justice, Legal Affairs and Human Rights Committee of the Senate or the leadership of this House to determine. That power lies with the Speakers of the two Houses. However, if we go the route they have taken, I can assure them that it will be very rough because they only deal with laws that concern counties. They will not deal with any law that has a money effect. It is only this House that has a blanket authority to generate any law under the sun.
