    "content": " Thank you, Hon. Speaker. I rise to support this Bill. From the outset, I want to say that this Bill is long overdue. These are some of the critical Bills that we should have focused on immediately the Constitution was promulgated. When it comes to counties, there are lot of legal issues going on. We know very well that the county attorney, as we reflect from the national perspective, is the chief government legal adviser. He is the principal adviser to the county government. When we go to the counties, you find that the governors have been appointing some of their legal advisers who are purporting to do the work of the county attorney but they do not meet the qualifications."
