    "content": "also amend the academic qualifications of the county solicitor. At the same time, we should also amend the tenure from five years to six years. Currently, when you go to the counties, it leaves a lot to be desired. For example, in one of the counties that I do not want to name, a governor has appointed a niece or a cousin who has just cleared from the university without any academic qualifications. Some have not even gone to the Kenya School of Law. It is something that has been messy. We are happy that this Bill is going to add a lot of value in terms of organising the legal framework at the county level."
