    "content": "Mr. Deputy Speaker, Sir, I was the first one to raise this matter but I do not think that it is being taken with the seriousness that it deserves. We have no problem with mental health; it is something that we need to address. I was speaking directly to Standing Order No. 100. It is an affront to the people when one says that a certain part of this country has a higher number of mentally ill- patients because of consumption of bhang. It is even worse when data cannot be provided to substantiate that statement. It is profiling and it is not right. Standing Order No. 100(2) states that- “If a Senator has sufficient reason to convince the Speaker that the Senator is unable to substantiate the allegations instantly, the Speaker shall require that such Senator substantiates the allegations not later than the next sitting day, failure to which the Senator shall be deemed to be disorderly within the meaning of Standing Order 116(Disorderly conduct) unless the Senator withdraws the allegations and gives a suitable apology, if the Speaker so requires.” It cannot go on record that this House has said that in Luanda, there are more people who are mentally ill because consumption of bhang is higher in Western than in Nyanza. Even when Sen. Cheruiyot came to say it is subjective, it is not subjective. We remember that Sen. Cheruiyot has been accused by the Governor of Nairobi City County of partaking in the toilets of Parliament. So, is he coming out---."
