"content": "If anything else, Sen. Kang’ata has reinforced the point I was trying to make that in one way or another, every Kenyan is at times seized with a difficult problem that he may not be able to handle. He finds it too overwhelming at that material point in time. Now that this issue has been corrected, I think it has reinforced my point. The type of institutions that we will set up for care of these people, should not be categorized as specialized units although they may be set aside for such other patients who may appear to be violent and be treated as such. I think mental patients should be integrated where possible and the extreme cases should have specialized places like the sanatoriums or Mathari Hospital. We should change the character of Mathari Hospital; it should not be somewhere where people go and are beaten by canes. It should be a place where people are treated humanely. These are human beings. You would be surprised that more than 80 per cent of people who got through this route would be normal. All that they need is support and care from us. Mr. Deputy Speaker, Sir, I am in support of this Bill at every aspect of it from the amendments of certain elements in the Mental Health Act which are not friendly to the mental depressive cases.
