    "content": "The proposed New Section 20A calls for a periodic mental health review. That is very key. Part XII of the Bill talks about the care and administration of property of persons with mental illness in terms of inheritance and transition, that is, being able to give up property. This is a category that is completely ignored most of the time in this matter. One of the Senators who spoke earlier clearly indicated that in some cases somebody could even give away their property because they were in a particular state of depression that was not seen as mental illness."
