The third Message is in respect to the Petition to County Assemblies (Procedure) Bill which seeks “to give effect to Article 37 of the Constitution on the right to petition a county assembly, and to provide procedure for the exercise of that right.” Further, the fourth Message is in respect to the Treaty Making and Ratification (Amendment) Bill which seeks “to amend the Treaty Making Ratification Act (No.45 of 2012) to set out the role of the Senate of the Republic of Kenya in the treaty making and ratification process.” The Messages read: “That the Senate considered and passed the Bills with amendments on Wednesday, 22nd May, 2019 and now seeks the concurrence of the National Assembly.”"
