    "content": "On a point of order, Mr. Deputy Speaker, Sir. I really do not want to challenge the comments by the Chair but I think yesterday there was a Ministerial Statement which was delivered here, which had been sought by Mr. Olago. I think the precedent has been that when it comes to Ministerial Statements the person who raises it does not have to be in the House for the Ministerial Statement to be delivered, for it is the property of the House. So, I think even if Dr. Khalwale had sought this Statement, it is still in order for the Minister to give it to the House even in the absence of Dr. Khalwale, in view of precedent."
