    "content": "Mr. Deputy Speaker, Sir, if you look at the way the issue of National Hospital Insurance Fund arose, it was by way of rules that were made. Under the General Interpretation and Prohibitions Act, Cap.2 the Minister is also required to table such rules before this House. This problem is arising precisely because the Ministers have actually adopted a tradition of bypassing Parliament and not tabling rules here for scrutiny by this House. That is why this problem has arisen. Could the Minister first of all, table those rules here for scrutiny by this House?"
