    "content": "I am happy that for the first time and in a long time, we are passing a list of appointees where the majority are women. So, we do not have to fight about the one-third gender rule. That is a good move and I hope this becomes the case going forward. Hon. Temporary Deputy Speaker, let me first declare my interest by saying that I went to school with the said appointee, Ms. Mwende Mwinzi. She was my senior in school and a very able leader. I have known her for a very long time. She is a woman of integrity. She worked in the Economic Council during the regime of the former President, Mwai Kibaki.
