    "content": "The Consolidated Fund Services expenses are mandatory expenses that form a first charge to the Consolidated Fund. These primarily relates to public debt, pensions and salaries of constitutional offices. They, therefore, have an impact on the revenues available for other budgetary activities and subsequently determine the flexibility of the national Budget. Therefore, it is a welcome thing that we are seeing this reduce by almost Kshs100 billion from Kshs962 billion last year to about Kshs805 billion. That means that more resources will be available towards the implementation of this Budget, towards financing development activities across the country at both levels - the national and county levels of governments."
