    "content": "I fault the Government on public participation. In fact, on public participation, we need to hold the Government more accountable because many issues including what the Chair of the Departmental Committee on Health has spoken about have a lot to do with public participation. I do not even know when we intend to roll out UHC in all the 47 counties. I do not know whether we have done enough public participation for people to understand what UHC is all about. Have we even done public participation to make them aware of how the national Government is funding Level 5 hospitals through conditional grant? Something needs to be done on the public participation."
