    "content": "The other point is public participation. When we went out there, Kenya made several observations. I want to single out two. I beg that my colleagues listen to this. One of the things which Kenyans singled out is the issue of duplication of efforts. There are so many activities which are being carried out by the county governments and at the same time, the national Government is also implementing projects. The public is saying that it is important they are educated or awareness is created in terms of what the county government and the national Government are doing to avoid double funding of the same project which will lead to corruption. That is an important observation."
