    "content": "Mr. Temporary Deputy Speaker, Sir, the Committee notes that the importance of the KPLC to service delivery to the country and the achievement of Vision 2030 depends on the success of the electricity sector. It is evident that the Government largely supports the KPLC through guarantee loans and profit ploughed back. It also appoints a majority of directors to the company’s board of directors. Further, the company’s vehicles have blue registration number plates which are a preserve of parastatals contributing to uncertainty as to whether the KPLC is a parastatal or a private company. Due to the importance of the electricity sector in the country and the regular support offered to the KPLC, the Government should not allow the KPLC to be in the control of business people who are motivated by profits at the expense of the citizens."
