    "content": "Madam Temporary Chairperson, I beg to move- THAT Clause 2 of the Bill be amended – (a) by inserting the following new definition immediately after the definition of the word “county strategic plan” – “economic and social rights” means the rights accruing to every person specified under Articles 43(1) and 53(1)(c) of the Constitution including the right to – (a) the highest attainable standards of health which includes the right to health care services including reproductive health care services and emergency treatment; (b) accessible and adequate housing; (c) reasonable standards of sanitation; (d) be free from hunger and to have adequate food of acceptable quality; (e) basic nutrition for children; (f) clean and safe water in adequate quantities; (g) social security and social assistance; and (h) education."
