Is it in order for the Assistant Minister to mislead this House that the money was appropriated for the purpose for which the Government is applying it and yet we know very well that there is no single day this House ever appropriated funds to be refunded to the World Bank after the Government officers have misappropriated them? Could the Assistant Minister clarify to this House the accuracy of his statement that we appropriated funds to be refunded to development partners after their officers have already stolen the same funds?"
