    "content": "Mr. Speaker, Sir, the hon. Member should appreciate that, in the past few years, there has been an increase in the number of districts. What used to be constituencies are now districts. That is the main reason why we have that huge shortage. We are trying very hard to cope with the creation of the new districts. We need resources for the new districts. All the previous districts have adult education officers. It is the new districts which have created the shortage."
