    "content": "Madam Temporary Speaker, as I was going through the Bill, there are various important areas, for example, Part 1A is on obligations of the national and county governments. It calls for the national Government to provide the necessary resources for provision of mental healthcare and treatment. Equally, the county government has its role. When this happens, then we will take care of all the problems or reduce the challenges that are faced by the person with mental illness."
