The Bill provides for the rights of persons with mental illness. We know very well as a nation, and even where we come from, that the people with this challenge have suffered a lot. Many of them have been denied their rights. Some have been chased out of their homes. Sometimes, some of them do not even school because of the challenge they have. We, as a nation, have not provided a conducive environment to help them cope with the situation they are in. They need security, education and so forth.
