We have cases of people with mental issues who say that they are not sick yet people want to lock them up. We should have professional assessment because sometimes people with mental issues have lucid periods. Sometimes they think coherently, but that does not mean that they can decide whether they should go for mental health treatment or not. So, we have to be careful. Some of us have lived with people with mental illnesses and are aware that sometimes they appear healthy but that is not true. Before they consent to treatment, they need professional help. I urge the Senator to include a provision for that. Regarding insurance, like I said before, treatment for people with mental illness could be expensive for the families. I wish to finalise by saying that this is a Bill whose time has come. In Kiswahili, they say kama si sasa, ni sasa hivi . I know the Standing Orders do not allow mixing languages but it is because I want to emphasise my point. I thank you."
