    "content": "this Bill. We need to have some form of support to those small hospitals in the counties. We know that health is one of the very expensive things in this country, and only the rich can get the best medical facilities and rehabilitation centres. It would, therefore, be good for us to also consider the poor people in the rural areas. There are some areas where people do not know what a hospital is. I think that was in the minds of the drafters of our Constitution when they were devolving health, so that it could go down to the village level."
