    "content": "On a point of order, Mr. Deputy Speaker, Sir. While I appreciate what the Senator for Bungoma County has said, we have just been through The Tea Bill (Senate Bills No. 36 of 2018) and as a Committee, we already know that you cannot legislate in the counties for taxes. Tea has about 42 taxes along the value chain. So, you cannot legislate in Nandi or Embu counties for taxes on tea. Therefore, I knew what I was saying when I said that I need two weeks. We have all that information. Perhaps, it is not even necessary to even bring a Bill here; not yet. However, in two weeks’ time, we will be able to bring a report to this House on the progress on what we are doing about this Message."
