    "content": "Mr. Speaker, Sir, we are not operating under that clause because this clause only refers to monies which have not been appropriated. As far as we are concerned, the monies were approved by this Parliament. What was not approved is what Mr. Mbadi is alluding to; that they were not for this particular purpose but reallocation of funds is within the administration of the funds by the Treasury. This is specifically given to the Permanent Secretary of the Treasury. Reallocation of funds is within the powers of the Treasury."
