Is the Assistant Minister in order to accept that they are paying money which was spent in ineligible circumstances and in the process also tell us that they are refunding the money in ineligible circumstances because the money appropriated by this House was not for that purpose that they are spending that same money on? So, it is again another ineligible expenditure. Is he in order to continue misleading the House that they are spending the money regularly and yet the way they are spending it is ineligible?"
