From the outset, I want to say this process is a national duty which we are performing today, so that we can please the country or give okay for the country to spend funds for development. The budget process was exclusively the domain of the National Treasury, but with the current constitutional dispensation, Parliament has been given the onerous task of participating in this important exercise."
