    "content": "Transparency and accountability are key in considering and approving the Budget Estimates. This, again, has been actualised this year through the comprehensive analysis of the Budget Estimates in Parliament. In a span of five years, for the first time, the Budget has moved from a line item budget to a programme-based budget. Before, we never used to deal with the projects the Government wanted to invest in. So, we are happy that in five years, we have moved from a line item budget to a programme-based budget. This is what this House and its committees have been demanding for in the last five years. This is a milestone that has never existed since 2002. The budget was just a block figure then and you would not tell what was in it. They say that the devil is in the detail and we now have the details. Each Member is in a position to tell what we are giving the Government. When we go to the Committee of Supply where the House appropriates the money given to the three arms of the Government and the county government, we will have an opportunity to oversee."
