    "content": " Thank you, Hon. Temporary Deputy Speaker. At the outset, I congratulate the BAC for work well done. I know what it means because I served in the BAC in the last Parliament. At a time like this, normally the Committee is very busy. We are in a presidential system where Parliament is the budget-making House. We have said that before. However, as we speak right now, this Parliament is not even a budget- making House. Why am I saying so? It is because there is a lot of influence from the National Treasury when it comes to the budget-making process. When you look at the budget cycle, much as it is a bottom-up approach, the figures do not even reflect what the sectors had presented to the BAC. This is the time we need to call a spade a spade. We are no longer in the parliamentary system. However, if at all the Executive is going to influence this Budget then we better go for a referendum and get back to the parliamentary system."
