    "content": "As the Hon. Leader of the Majority Party has said, the important issue of budget-making in any parliament cannot be taken for granted. In many jurisdictions, the budget is prepared by the upper House. In this country we have two Houses: The Senate and the National Assembly. Because budget-making is done by the National Assembly, it goes without saying that the National Assembly is the upper House. We are saying this so that our colleagues in the Senate get to know. This is the criterion in many other jurisdictions. An upper House is the one that has the jurisdiction of making the budget."
