    "content": "When it comes to the counties, again devolution is there to stay. Therefore, we should increase the money allocated to the counties so that devolution can work. The Budget and Appropriations Committee has done very well, but there is so much that needs to be improved. I do not know what the Government Advisory Services is for. If it is for Building Bridges Initiative (BBI) it is okay because we brought a Motion in Parliament both in the National Assembly and the Senate. There is need for referendum and we should provide this money here. I can see money for the census is here…"
