    "content": "I support the recommendation on the amendment of the Public Finance Management Act (PFMA) that proposes that all pending bills should be paid within a certain period of time and there must be penalties if you fail to do that. I see that it took account of what is happening in Kirinyaga County where pending bills of previous county governments, now almost two years down the line, have not been paid on the basis that an audit ought to have been done first before the current governor pays them. Most of the contractors and suppliers in Kirinyaga County who had made some supplies or did some jobs during the previous county regime have not been paid to date. They have been rendered destitute with their homes being sold. It is not fair. It is happening across the country where there are instances of pending bills of more than a year or two. The amendment will be timely."
