    "content": "The birth of a new Constitution heralds the birth of several counties. Those counties are going to bring hope to our people. But even with that, we still need the central Government to bring equitable development through funding of such Ministries like this one and the one in charge of arid lands. We should not kill the Ministry of Agriculture in the name of promoting a sister Ministry, the Ministry of Water and Irrigation. They are going to have Kshs21 billion for irrigation, even though they have only 5 or 10 per cent of engineers and technical capability of what the Ministry of Agriculture has."
